Chelsea has been told how much they must spend for defender Jules Kounde, and he has an interesting transfer belief.

According to La Liga analyst Graham Hunter, Chelsea transfer target Jules Kounde feels he can become the best defender in the world at a major club. Chelsea are interested in signing Kounde from Sevilla before the summer transfer window closes.
