The harsh reality for animals left to languish on LA’s infamous Skid Row is as follows: kittens put into plastic bags and draped around their owners’ necks, puppies sold for drug money, and pitbulls afflicted by flies and tied up without water.
Additionally, Spencer Pratt, a mayoral contender, has inexplicably emerged as a champion for these mistreated and unhappy animals who are compelled to live on the streets with their destitute owners or without any care at all.
“Dog” is simply “God” backwards for a reason. In a lengthy social media video over the weekend, he outlined a five-step plan to put an end to the animal mistreatment that is now afflicting the City of Angels. “They share an unconditional love for mankind,” he stated.
These unfortunate creatures are being killed on Skid Row and in their city shelters, but neither Karen Bass nor Nithya [Raman] care about it. They are unconcerned. As he tore apart his two competitors, he continued, “I will put an end to this horror.”
Up until now, the epidemic of animals abused in homeless encampments has received little attention, despite the fact that the homelessness crisis in the largest city in California has become a focal point in this year’s mayoral election.
Pratt, a 42-year-old insurgent mayoral candidate, uploaded a nearly ten-minute video last week denouncing the abhorrent conditions that animals on Skid Row must face. This video propelled an issue that has 99 percent support among voters to the top of the race’s agenda.
Animal rights activists are suing the LA City Council over the matter, claiming that they have repeatedly neglected to uphold abuse laws and take street canines away from their violent owners.
In the intense heat, dogs were spotted chained up in tent encampments with little to no food or water.
The Daily Mail can show that, despite his adversaries Bass and Raman’s claims that the issue is exaggerated, it is quite pervasive and the level of brutality is astounding.
The Daily Mail visited Skid Row the day before the election and saw dogs tied up in the street in the scorching sun without food or water, as well as a kitten crammed into a plastic bag while its drug-addled owner murmured about sacrificing the animal.
The pug puppies were kept in a small container and were being sold for $500 after their mother and three siblings were murdered by passing cars.
Others are injected with medicines in the meanwhile, a test to determine the purity of the chemical that frequently results in dog overdoses.

Owners high on illegal drugs beat and burn several of them.
Animal rights activists have even filed a lawsuit against Bass and the LA City Council over the matter, claiming that she has repeatedly disregarded the need to enforce abuse laws and take the street canines away from their violent owners.
Rebecca Corry, whose organization Stand Up For Pitbulls is involved in the abuse complaint against Bass, told the Daily Mail, “Laws are in place for a reason.”
As part of their work, they are there to safeguard both people and animals. They are compensated for that.
Corry, who started working on Skid Row in 2023 after seeing a video of numerous dogs lying in the sun without food or water, claimed she had frequently contacted authorities about the problem but had been turned down.
I just started contacting everyone and asking, “Are you serious? Are you serious? Are you aware that this is happening? “Are you aware that this is happening?” she said.
And what I discovered is that Mayor Karen Bass and all the organizations tasked with upholding the law and safeguarding animals refuse to comply.
“They simply refuse; it’s that simple.”
Corry doesn’t have time for Raman or Bass, who even left a public gathering where she was advocating for the abolition of animal mistreatment in Los Angeles.

Along with rescue leaders Ashlee Powers of Akira Animal Rescue and Shira Scott of Astrof, Tuccio offered the Daily Mail a tour of the region. He claimed to have seen horrible cruelty and to have been constantly threatened while attempting to assist the animals.
He told the Daily Mail, “I would say that 90% of the problem is that [the dogs are] being illegally bred and abused.”
“I would say that many of the people there are serious drug addicts who are incapable of caring for themselves, much less a dog—sometimes they have five or eight dogs.”
We have saved pets from drug overdoses. We have saved dogs who had been struck by cars, dogs whose limbs were falling off, dogs whose eyes were glued shut, and dogs whose privates were glued shut. Literally everything, I mean.
“Just on Skid Row, we’ve probably saved over a hundred dogs.”
For his part, Pratt has promised to establish an LAPD animal welfare task force that will focus only on Skid Row.
He claimed in his campaign film that “addicts on Skid Row are torturing dogs to death, stuffing them in trash bags and setting them on fire, testing their drugs on them until they overdose and die.”
“The abuse and neglect must end because it is so terrible and overwhelming.”Seeing this misery on our streets breaks my heart.
Before the election, the Daily Mail visited the infamous area and saw dogs wandering around aimlessly.

Despite the terrible living conditions, some of the residents seemed to sincerely love their dogs; many of them eagerly accepted water and snacks that Tuccio, Scott, and Powers gave them.
One, Chico, claimed to have hand grenades for sale while cheerfully chatting about his extremely amiable pit bull. But Tuccio noted that he had moved into a tent that had been donated for the animal last week, leaving it outside to burn in the sun.
Cricket, another homeless woman, also pledged to assist in determining the whereabouts of a small white puppy that had lately been spotted in the neighborhood.
However, some people utilize the animals as a way to get drugs or as a way to vent their annoyance; Tuccio told the Daily Mail about two individuals named Monster and Marquise.
Even by Skid Row standards, Monster is notorious for treating any dog unlucky enough to end up in his care cruelly. He has already had canines taken from him.
Tuccio stated, “Too many people, even in Los Angeles, don’t know what’s going on in LA because Karen Bass and her minions have done such a tremendous job hiding this from the public.” Marquise, on the other hand, is a convicted murderer who was released after 15 years and regularly breeds puppies for drug cash.
We spoke with police officers there, and they told us straight out of the current administration that they are not permitted to enforce laws in Skid Row because doing so is disrespectful and culturally inappropriate.
In the infamously drug-ridden region, pitbulls afflicted with flies, restrained, and devoid of water were also observed.
In order to provide food and water to animals in need, volunteers who assist in the rescue of vulnerable canines in Los Angeles’ notorious Skid Row have begun to patrol the area.
I’ve heard that a lot from everyone, including police and LA supervisors. Everyone is too afraid to uphold the law, so we’re essentially fighting a losing battle.
After meeting Pratt after making an appearance on his podcast, Tuccio also gave him a tour of the neighborhood and was highlighted in the animal abuse campaign that the prospective mayor published last week.
He stated, “We need everyone to know because when there’s a crisis and everyone knows, people step up and help and they want to get involved.”
Many people don’t know, which is why it’s so divisive right now. Sadly, what I’m witnessing today is that some people don’t even want to assist because they think, “Oh, Spencer is helping and he’s lying.”
And I think, “The only person who has ever accompanied us [to Skid Row] is Spencer.” The only person discussing it is him. However, they’re making it extremely political.
More animals, including a colony of cats, were visible at San Julian Park, a small green area that has been transformed into a drug den and has also been the scene of shootouts.
Lisa Ornelos, a LA City employee who manages the park, claimed that it has grown more hazardous and that she has taken in some of the animals personally.
On the day before the Los Angeles mayoral election, the Daily Mail visited Skid Row and saw numerous animals, including recently abandoned pug puppies hidden in a small container.
People who monitor the street in an effort to assist the terrified animals include animal rights activists Shira Scott-Astrof, Joey Tuccio, and Ashlee Powers.
She displayed the pricey restrooms that the city had put in the park, but drug users had subsequently destroyed them by using them as a secret location to have sex and shoot up.
Additionally, the Daily Mail reported that she was unsuccessfully attempting to save a cat that a drug addict was throwing around.
Ornelos told the Daily Mail, “I know they have addictions.” Thank God, I was able to overcome my addiction.
Needle distribution won’t solve this issue. They require actual assistance and rehabilitation.
No pets should be left on the streets with addicts, according to Powers, whose organization presently houses dogs rescued from Skid Row.
“They claim to love them, but if they truly did, they would want them to be somewhere safe, not here,” she remarked.
“No dog should ever be here at all.”
