Heiko Maas, speaking before a meeting of European Union foreign ministers in Luxembourg on Monday, urged the group to send a message to Minsk that it had had enough.

Maas told the reporters, “Lukashenko is nothing more than the head of a state-run smuggling ring.” “We can no longer stand by and watch while industries like airlines profit from sending refugees to Germany and other European countries. We need sanctions to make it clear that we are no longer willing to accept this behavior.” Maas is the most recent in a long line of E.U. officials.
