CCTV footage captured the sickening moment the man, dressed in a bright blue jacket, repeatedly inflicted pain on the dogs while a toddler stands beside him.
The incident in Middlesbrough happened on Sunday, March 10 and has been reported to the RSPCA.
In the video, the man approaches the front of a row of shops with a small child and two dogs which appear to be a German Shepherd and a black labrador.
The man suddenly punches the German Shepherd in the ribs before kicking the labrador near its head.
Within a second later, the man serves another harsh left punch into the German Shepherd’s ribs before slapping it around the face – while the toddler watches on.
Both dogs appear to cower down on the floor with their tails between their legs.
The man follows on to put a lead on the one dog before guiding them both away from the shop front.
The video has since been uploaded to the Facebook community group “Nunthorpe Working Together” and has been viewed more than 24,000 times.
“Can you help identify this person?” the caption read, before issuing their viewers a warning of the disturbing nature.
The group are now appealing for people to inbox them with any information which will be passed on to the relevant authorities.
The RSPCA has confirmed its inspectors are investigating the footage.
A spokesperson for the animal charity said: “This video is very concerning and it is never acceptable to hit or kick an animal in this way.
“If anyone has any information about this incident please call our inspector appeal line on 0300 123 8018 and ask to leave a message for inspector Nick Jones.”
Cleveland Police told Daily Star Online they had no record of the incident being reported to them.
