Moon in particular made a strong push for direct dialogue between North Korea and the United States. News reports said Hwang was caught taking bribes.
Abe also said, however, that the two leaders had agreed the two countries needed to create a “future-oriented” relationship, which Moon also underscored in opening remarks at their meeting in Pyeongchang, where Abe is to attend the opening ceremony of the Winter Olympics.

But Mr Moon, a liberal who has always wanted to engage the North, will also have to convince a good portion of his own people who are deeply wary about North Korean intentions.
Tensions between the two soared past year as Pyongyang launched intercontinental ballistic missiles capable of reaching the U.S. mainland and carried out by far its most powerful nuclear test to date.
The smiles and handshakes were friendlier than some of the North’s past history with the complex – in 1968 Pyongyang sent commandos to attack it to try to assassinate the South’s then leader.
United Nations deputy spokesman Farhan Haq told reporters at United Nations headquarters that Guterres sat near 90-year-old Kim Yong Nam at a dinner Friday night, and they were also near each other during the opening ceremony of the Winter Olympics in Pyeongchang. Pence carried a similar message.
The Moon government is hoping that improved inter-Korean relations could pave the way for talks between Pyongyang and Washington on the former’s denuclearization.
A high-level North Korean delegation including leader Kim Jong Un’s sister has arrived at a train station in Pyeongchang hours ahead of the opening ceremony of the Winter Olympics.
“It seems clear”, he said, “that the countries have entered a phase of restoring a regular level of contact”.
